Ms Pillay is a registered Professional Civil Engineer with 12 years working experience in various civil engineering projects. Ms Pillay has been responsible for projects primarily related to earth dams, roads, water resource planning and water use authorisations. Ms Pillay, however, also has experience in reticulation design, design of small structures and dam safety assessments. Ms Pillay has been involved in the various stages of enginering projects and has experience in planning, design, construction management. Ms Pillay was based on the Ludeke Dam construction site in the Eastern Cape as the assistant resident engineer for 2 years.

Her responsiblities included supervising the construction of the 40m high catergory 3 rockfill embankment a 14m high saddle embankment and various concrete works including a concrete lined spillway, an outlet pipe encasement, a 40m high intake tower and steel bridge concrete columns. The project also included the installation of a 1200m diameter scour pipe and a 750mm diameter outlet pipe. Ms Pillay worked for the Department of Water Affairs and Forestry for 4 years and in that time gained a sound knowledge of the National Water Act (Act 36 of 1998) and KZN regional policies with regards to Water Allocation Reform and Water Use Authorisation. During this time, Ms Pillay was continuously involved in the registration of water use and the allocation of water through licences and general authorirations.

Ms Pillay was part of the Project Steering Committee when Verification was undertaken in the Mhlathuze Catchment in KZN and contributed towards the development of the Water Allocation Plan and formulating policies for Compulsory Licencing in the Mhlathuze Catchment. MBB has provided professional services to the Department for many years and Ms Pillay has through these contracts processed licence applications both in KZN and other provinces.
