Background
Mr. Moodley is a Professional Engineer with 15 years consulting engineering experience, mainly in Agricultural Engineering, including 4 years construction experience. He has been involved in a wide variety of projects; include agro-industry, irrigation earth dams, pipelines, irrigation schemes, hydrological investigations, water resource planning, construction supervision, contract administration, project management and quantity surveying. The scope of his experience within the Consulting environment ranges from close involvement through the conceptual to detailed design stages of water reticulation and earth dams, in addition to topographic survey, tender document creation, site supervision, and project management.

His responsibilities range from being the junior member of a design team, tasked with most of the technical design work, under the direction of a senior engineer, to the complete management of projects. Mr. Moodley has been the processing of Water Use Licences for Clients to the Department of Water Affairs and Sanitation (DWS). This work is undertaken in accordance with the National Water Act and along the strict guidelines set out by the DWS Regional Office. Mr. Moodley was responsible as a Project Manager for a DWS project to clear the Licence backlog in KZN. He was also heavily involved with Compulsory Licensing in the Mhlathuze Catchment where he headed the team that successfully undertook Verification in this catchment. Mr. Moodley has an excellent knowledge of Sections 32 to 35 of the National Water Act (Act 36 of 1998). In the water supply field, Mr. Moodley has been involved extensively in the design and construction supervision of community water supply schemes emanating from the Department of Water Affairs and Forestry’s (South Africa) drive to provide water to rural communities in South Africa. He has acted as the project manager and engineer on agri-business projects, having completed some 30 projects on behalf of the Agribusiness Development Agency in the last 6 years. Mr. Moodley also undertook the design of dairies, abattoirs, dip tanks and other animal handling facilities projects during this period.

In the United Kingdom, Mr. Moodley worked for a large Multi-National Construction company and obtained commendable experience in the construction industry. Mr. Moodley worked on various projects ranging from new builds, refurbishment of existing buildings to construction claims. His duties included setting out, site management, qualitative analysis, resolving sub-contractor claims and quantity surveying. Before he left the United Kingdom, Mr. Moodley was actively involved in Litigation between the Construction Company and a large American Bank. Mr. Moodley’s skills include proficiency in project management, engineering, surveying and setting out, a wide range of software programmes for CAD, GIS, survey, word processors, and spreadsheets.
